It sounds like your tree may be under attack by white louse scale. They look like little white dots on the trunk and/or branches of the tree. You can read more about white louse scale here:

You can control them by spraying in winter with Yates Lime Sulfur. For all other times of the year, we recommend spraying thoroughly with Yates Nature's Way Citrus & Ornamental Spray. If the infestation is severe, you may need to use a blunt tool to scrape off the bulk of the scale, before spraying.
