Cherry tree like other deciduous fruit trees, will require certain chill time over winter to fruit well. Average variety will require 400-700 hours chilling, you may choose some low chilling variety for as little as 100 hours for western Sydney area. 

So it's really hard to tell if the tree failed to set fruit is due to the lack of chilling time or due to the young age, it is best to find out the exact name of the variety and check with the nurseries.
