What would these insects be on some raspberry canes, soft scale or lady beetle larvae?

The plant was in Sydney, the mass of insects were smothering the mature canes on a raspberry and I was thinking they were scale insects, but after turning one upside down it had 6 legs, making me think it was a mass of good guys like lady beetle larvae, but they didn’t appear to be allowing the canes to be healthy?

They are golden mealybugs, definitely pests. To control, try spray the whole bush with 'Yates Nature's Way Citrus & Ornamental Spray (Pyrethrum Plus Oil Pest Spray)'.
