i've noticed a flying bug eating my mint plant, they are tiny and white,

spray i'm using not having much effect

It sounds like your mint may be attacked by white fly. These insect pests fly away quickly when when disturbed. For most sprays, you need to ensure it contacts the pest, otherwise it will not be effective.
