What is the best way to rid my garden beds of Couch Grass?

Couch grass is a very persistent raider of garden beds.  The only way to stop it is to put a solid edge around garden beds, which will actually stop the couch from growing into the garden bed.  It will need to be about 10cm deep and 10cm high.  Mulching the garden bed with a thick layer of sugarcane or cypress mulch is recommended to cover the bare soil.
