with what looks like fine cobwebs, should I remove them by hand and spray, or cut the branches off or just spray with a suitable spray

You can certainly remove the eggs by hand before they have a chance to develop. There is a caterpillar that does prey on callistemons and if you are lucky enough to detect them before they do any damage then that is a good thing.
If you do find small caterpillars on your callistemon, you can use a product called Success Ultra. This product can be used on a wide range of caterpillars and it works by both contact and ingestion. When applying Success ensure that you spray both the upper and lower surfaces of the leaf.
