Azalea hedge suffering from lace bug but now is slowly dying. Leaves are small and some branches bare

I have 2 azalea hedges 14 years old. One side more under a tree that we trimmed June last year but has grown. This is the side that is dying. It gets very little winter sun. The winter has been wet.
