hibiscus does not have many leaves. It is mature and about 10 years old and would normally be covered.
It does not have any apparent damage from possums or bugs. I dont know if the soil being near the salt water pool is a problem - maybe over the years the salinity is building up in the soil?

Salinity could be an issue to plant health, you may try improve the site drainage that will allow salts to be washed out of the soil.
I suggest digging in organic matter such as Yates Dynamic Lifter Organic Plant Food to improve the soil structure, then also applying half strength dilution of Yates Thrive All Purpose Natural Fish & Seaweed to stimulate new root growth.
