How do I control caterpillars on my rose buds?

Here on the Gold Coast I get a green caterpillar with a black head that eats into the young Hybrid Tea buds that are just in the process of forming which ruins any chance of further development ..very annoying, so quick especially over night with rain. I've tried everything in sprays but the buggers still beat me ... need something that will stay on the buds. It doesn't matter if sometimes they "camp" in folded leaves but not the buds. What to do please?
