I am having problems with white scale forming on rose braches and stems

The white scale can be brushed off with a toothbrush however comes again and if not checked can kill a brach and the whole rose. How best can I treat roses with this problem

Answer: As you have experienced, rose scale is particularly hard to control. If manageable, we suggest you use the toothbrush technique initially, to physically remove the scale, then to follow up with Pest Oil or Scale Gun to keep the population under control.
Lime sulphur can be used during dormancy to clean up any overwintering scale insects and mites as well as fungii.
