Answer: this is a type of metallic flea beetle. it usually occurs on plants that are suffering from lack of water or are somehow stressed. If you cut back hard, fertilise and increase available water (mint must be damp all the time)it may be deterred. Look for weeds nearby that may also be harboring the beetles.
