The picture indicates chewing marks on the top leaves, it can be controlled by Rose Shield. It is an all-in-one product for the control of various insects, diseases and mites, for use on roses and ornamental plants.

As for the mottled and yellow leaves, it may due to lack of nutrients. I would suggest feeding weekly with ‘Yates Thrive Roses & Flowers Natural Fish & Seaweed+ Concentrate’ as a complete fertiliser to assist with healthy growth and prolific, beautiful flowers.
