The name of the creeper is Ficus pumila. You can certainly grow it in Perth and in the position you mentioned. To keep those leaves small and in its juvenile stage, you will have to remove any mature woody branches that stand out strongly from the wall. Otherwise the vine will grow out of control with the leaves growing rather large and spoiling the effect you are looking for.
