But it appears that we are losing another bush. After the excessive rain we have had (Sydney - clay soil) Could the problem be root rot? The first bush died before the rain however.

Woolly bush is very sensitive to wet feet particularly during an extended period of torrential rain for clay soil. You may try to improve soil with garden compost and spray the whole row with 'Yates Anti Rot'. It is a systemic fungicide which is absorbed by the foliage and travels down to the roots, can be used on various plants to control phytophthora root rot, crown rot and collar rot.
