Can you use Bamboo leaves in compost and mulch

i am building a vegetable garden and we were intending on trying one of the no dig layering techniques. i had been planning to use bamboo leaves from the neighbours property as some of the dry leaf/mulch layers but have come across a few articles that suggest bamboo leaves can inhibit plant growth. is this true or can i use bamboo leaves as a mulch layer?

You can use it but just make sure that you chop it up finely to make the breaking down process easier.
