There's something on the upside of the leaves. It's really struggling. What would be the issue with the leaves? Can I cut it back? If so, will it bounce back? I've been unwell and so have not been able to fuss over my garden other than water when needed. Thank you.

It sounds like it could be an issue with azalea lace bug. They're common pests of azaleas and rhododendrons. We recommend to spray with Yates Baythroid Advanced Insect Killer for Gardens.
Prune off the worst-affected leaves and spray thoroughly.
