how deep to transplant container plants into new containers or outdoors?

My husband and I are in constant discord over the proper way to transplant a container plant, whether into a larger container or a garden.
My husband insists that one must leave 1"-2" of the rootball above the soil level to " help it thrive". I insist that this is counter intuitive to what we understand about how roots function, and only serves to damage the plant.

I need something in writing from an expert to clear up this argument

Its best that when you are re-potting plants to make sure that they are growing level with the soil.
