Lilly pilly’s turning whitish, dusty colour before dropping. Only happening at the bottom of plants.

The white dusty substance sounds like powdery mildew, a type of fungal disease. To control the disease, try Yates Rose Shield Black Spot & Insect Pest Killer. Click here for more info:
