Answer: Hi Simon,
It sounds like you may have citrus gall wasp. This is a detrimental pest to citrus, there is no chemical control. You will need to prune it out and throw the effected branches in the rubbish. Here is some information that could help. http://www.sgaonline.org.au/citrus-gall-wasp/
