What are the pictured creatures, are they harmful and, if so, what should I do?

When watering my garden, the pictured creatures floated to the surface. They are ~1mm long and wriggle to bury themselves again. What are they and are they a concern? Graham Dwyer

They look like springtails, which are decomposers of organic matter like leaf litter, rotting wood or decaying plant matter. They are beneficial in the garden and are considered harmless.
