I have a HUGE issue with rust right across my garden, including on my large fushcia tree.

I need something that can kill the rust, is gently enough to not kill my fuschias (they were from my Grandmother's garden) but also one that will not harm the birds that frequent my garden or my cat. Is there something that I can use on all plants that's safe to use? I've heard neem oil can be used on some fungi but not sure this applies to rust. Any help you could give would be greatly appreciated.
