Fruit and Citrus • Pests
It appears your lemons have been attacked by the bronze orange bugs. This bug is a sap sucking insect that feeds only on the fruit of citrus. It sucks the sap from inside the fruit leaving dry patches and sometimes gumming and browning can occur. The idea is to control the nymphs in winter, spraying with Yates Nature's Way Citrus & Ornamental Spray.
