Why do my citrus leaves have raised greenish brown bumps, is this citrus scale

This does sound like citrus scab. You will need to spray with a copper spray in spring when 50-80% of the petals have fallen and again after 6-12 weeks if necessary. You will also need to mix 5mls of Yates White Oil in the mix before spraying. Cool damp weather, particularly if it follows a dry spell, is favourable to disease development. Fruit is susceptible only up to about ten weeks after half petal fall. To stop infection from spreading, prune off any infected twigs and leaves.
