Can U plse let me know how to prepare my Orange Trumpet Climber ,it's drying but it was in a lot of water

Without draining properly also should I put it in a new position it has the morning sun near Garage Door.

The trumpet vine looks like it is very stressed.  It needs to be potted up into a large pot with premium potting mix or planted in the ground as soon as possible.  The bamboo arch the plant is tied to needs to be removed - the plant needs a suitable fence or frame to climb on.
Any dead branches/leaves should be cut off from the vine.   This will stimulate new growth.  An easy way to check if branches are still alive is to scratch the surface. For a living plant, this should be lime green, in a dead plant it is dry and brown. 
Over watering can cause as much damage as under watering.  Always check the soil prior to watering - you can do this by inserting your index finger into the soil to the second knuckle. If it's dry, water. If it's moist, then leave watering for a few more days.
