All Purpose Fish & Seaweed Hose-on dilution for use in watering can

Hi, I purchased the All Purpose Fish & Seaweed Hose-on for my pot plants on my balcony. I do not own a hose. can you tell me what the dilution rate is to use it in a watering can?

The watering can rate is 280ml/9L of water.
