What is the white powerdy substance on my Plumbago plant?

I have a white powdery substance on the leaves of my plumbagos which I am trying to make into a hedge.. The leaves then turn brown and shrivel up. I have sprayed them with white oil but nothing seems to stop this. I would really appreciate your thoughts on my problem.

My first thought was that it was a downy mildew. On close inspection, do the white markings look like a pest or will they just rub away. I f they do, you might want try and treat it with Yates Fungus Gun or Yates Rose Sheild. Please come back to me if you have further questions. Kind regards, Ben
