the tree is starting to produce fruit so i want to be careful not to damage it
From your description, it sounds like you have white scale on the trunk and branches of your peach tree. Winter (when the tree is in its deciduous stage and there is no fruit on the tree) is the time to spray the branches and trunk of your tree to kill off any pests that tend to over-winter. Make sure that spraying is done prior to bud swell.
